Bourbon Old Fashioned

1⁄2 tsp Sugar
3 dashes Angostura bitter
1 tsp Water
2 oz Bourbon

For the full experience, the cocktail can be custom-crafted for two inside the original Scandal Room 214, where G. Gordon Liddy and E. Howard Hunt orchestrated the Watergate break in in 1972.
